Amish Marinated Sauerkraut Salad

1 large can sauerkraut, drained
1 pepper, diced
1 onion, chopped small
1 cup celery, chopped
1 1/3 cups sugar
1/3 cup oil
2/3 cup vinegar
1/3 cup water

Chill together the sugar, oil, vinegar and water. Mix all ingredients together.
